ASSAM GOVT. NEW EMPLOYEE DRAW PROVISIONAL SALARY UPTO 6 MONTHS
GOVT. OF ASSAM FINANCE DEPARTMENT ISSUE A NOTIFICATION FOR NEW GOVT. EMPLOYEE DRAWAL OF PROVISIONAL SALARY UPTO 6 MONTHS.
This has the reference to a review meeting held on 28/12/2020 under the Chairmanship of Commissioner & Secretary to the Govt. of Assam, Finance Department on the matters of various activities undertaken by the Directorate of Accounts and 'Treasuries, Assam.
In one of the points of the meeting, it was observed that the registration of PPAN under the NPS subscribers is inordinately delayed due to pendency of issue of SIU approval for the new appointees.
Basically, the first salary proposals pass through a lengthy process of initiating at the level of DDOs, from DDO to the Directorate and from Directorate to the respective Administrative Dept. and then to Finance (SIU) Dept. for ultimate approval.
It is often noticed that right from DDO to the Administrative Dept., inordinate delay is caused to upload the first salary proposal to send it to Finance (SIU) Dept.
In Finance (SIU) Dept. expeditious disposal of the proposals are undertaken.
Finance (SIU) Dept. vide order no. FSI 14/2020/01 dated 06/05/2020 has already given six months gestation period for drawal of the salary of the new appointees in the respective offices and concerned Treasury and before the expiry of this six month gestation period, the proposal of first salary for approval of Finance (SIU) Dept. should be uploaded so that there occurs no break in getting the regular salary of the new appointees in a smooth way.
But it is observed that in many cases in many cases, this is not done by the DDO/Directorate/Administrative Dept. and as a result, after six months new appointees have to suffer the break of the continuity of their salary.
So, it is impressed upon all concerned that priority may be accorded to submit the proposal of first salary to Finance (SIU) Dept. in due time, so that the entitled salary of the new appointees may be bestowed to them in time and there occurs no breaks in the continuity of their salary.
